Texas Deregulation 

Prior to energy deregulation in Texas, one company handled the generation, transmission, distribution, and retail sales components of your electrical service. 

Deregulation was introduced in Texas in 1995.  This brought a wide range of efficient power generation resources into the mix such as coal, natural gas, nuclear power, solar, water, and wind.   

One thing that has remained constant throughout this period has been the transmission and distribution of the electrical service across the grid.  Transmission and distribution are still regulated in Texas by the Public Utility Commission of Texas (PUCT) to ensure safety and reliability.  The transmission and distribution services to residential communities and commercial sites are provided by companies responsible for the maintenance of the grid; as well as, for responding to power outages and emergencies.  

The retail sale of electricity was deregulated in 1999, and opened Texas for competition in January of 2002.  Retail Electric Providers (REPs) are certified to do business by the PUCT .  Purchasing electricity from generation sources, reselling that electricity directly to residential consumers and businesses, and providing customer service and billing had created an atmosphere of competition for consumer business through lower rates and more efficient and cleaner was of providing service.  

There are two types of REPs – Affiliate Retail Electric Providers (AREPs) and Competitive Retail Electric Providers (CREPs): 

AREPs were originally part of the incumbent electric company that generated, transmitted, distributed, and sold in the regional area.  AREPs today, only sell electricity and provide customer service and billing. 

CREPs are newly certified (by the PUCT) to sell electricity to residential consumers and businesses providing customer service and billing as well.  Switching from an AREP to a CREP has a high probability of savings due to more competitive pricing. 

Ignite is the distribution arm of Stream Energy, a licensed CREP in Texas.
